BPN Affirms Building Toll Road Without Debt Can Be Done
WartaJurnal. Spokesman for the Winning Body (BPN) Prabowo-Sandi, Suhendra Ratu Prawiranegara, stressed that the concept of building a debt-free infrastructure that Sandiaga Uno wants to implement is right.
Suhendra stated that the involvement of the private sector in investment in toll roads has also been regulated by legislation, specifically Law Number 38 of 2004 concerning Roads, and Government Regulation Number 15 of 2005 concerning Toll Roads.
"So far, the private sector has been involved, only unfortunately later in the Jokowi era, it was as if the role of BUMN was very prominent in the construction of toll roads," Suhendra said in a written statement on Thursday (1/3).
He explained, one of the mistakes in the construction of the Jokowi era toll road was by giving assignments to SOEs through the mechanism of the State Capital Participation (PMN) which was then allocated which then burdened the National Budget.
"How could it be possible to use the PMN funding mechanism not to burden the country's finances? Because of course trillions of APBN funds were disbursed to the BUMN," said Suhendra.
Therefore, according to Suhendra, Sandiaga's idea, which was totally independent of the state budget, was a solution to the country's financial burden.
"So that the state budget can be focused on building other road infrastructure such as national roads, regional roads that are still heavily damaged. This is among others what is meant by Bang Sandi. Do not sell out the state budget in building infrastructure," he said.
Suhendra, who once served as Special Staff of the Minister of PUPR, also criticized those who compared the concept of Sandiaga by the way of former DKI Jakarta Governor Basuki Tjahaja Purnama (Ahok) when building the Semanggi Interchange.
Suhendra said that the policies taken by Ahok should be suspected of violating many laws and regulations, including the Law on State Finance and Law No. 1 of 2004 concerning State Treasury.
He also called Ahok's policy to hit the Presidential Regulation on Grants, State / Regional Revenues and Expenditures and also about Grants that must be recorded in the APBN / APBD
"Has Ahok been doing this at that time? Because this mechanism must get approval from the DPRD. These facts must be checked," Suhendra asked.
"So it is not right to compare Ahok's policy with the idea of Sandiaga Uno. Moreover, Ahok's policy should even be suspected of violating laws and regulations.
