BPS Call the RI Technology Development Index Low

PojokId. The Central Statistics Agency (BPS) said that Indonesia's Technology, Information and Communication Development Index (IP-ICT) in 2017 was at 4.99 on a scale of 1-10. This index increased from the previous year which only amounted to 4.34 in 2016 and 3.88 in 2015.

Head of BPS Suhariyanto said the index had indeed increased from the previous year. But in fact Indonesia's ICT development index is still not satisfactory.
Because the index still has not reached a scale of 5 out of 10. "This shows that Indonesia is still far from the number 10, although at least from year to year," said Kecuk, as he was familiarly called, at the BPS Building on Monday.

Furthermore, he said Indonesia's ICT development index is not yet qualified because indicators of internet use are lower than access and infrastructure and community expertise. It is noted, the internet usage indicator is at 4.44 on a scale of 1-10.

While access and infrastructure indicators are at 5.16 and expertise indicators are 5.75. Although, the three indicators actually increased from previous years.
For example, indicators of use in 2015 and 2016, respectively 2.21 and 3.19. Then, the access and infrastructure indicators are at 4.81 and 4.88. While expertise indicators at 5.38 and 5.54.

This problem occurs because internet users in the country are still dominated by young people or millennial. However, participation from the use of the advanced generation is very limited.

Kecuk said the problem could not be separated from the duration of education levels in Indonesia, which averaged only to elementary and junior high schools. "Actually, the older generation has used cellular, but it's limited, sometimes Whatsapp is not yet smooth. So education must be encouraged so that there is no clutter (technology stutter)," he said.

While indicators of access and infrastructure have succeeded in increasing because the government is intensively building internet networks, for example the construction of fiber optic networks in the western and eastern Indonesia region, also known as the Palapa Ring project. While the level of expertise rises because the mastery of ICT by millennials is quite fast over time.

However, according to him, these three ICT development index determinants have not been able to know whether the level of internet usage is also determined by internet rates and affordable gadget prices for the public.

"But actually the price of the gadget is a choice, the same as which internet tariff is affordable for its users. If indeed they need it, they will definitely adjust," he explained.

On the other hand, the index noted that internet usage in Indonesia is still not evenly distributed, even though technological and digital economic developments have fostered the use of the internet in each region. Because, only a few regions have ICT development indices that exceed the national average.

For example, the level of ICT development in DKI Jakarta is around 7.41, Yogyakarta 6.12, East Kalimantan 5.84, Bali 5.63, and Riau Islands 5.59. Then, North Kalimantan 4.95, Banten 4.82, North Sulawesi 4.64, West Java 4.51, and South Kalimantan 4.41.

While some provinces actually have very low indices, such as; Papua 2.41, East Nusa Tenggara (NTT) 2.75, West Sulawesi 3.02, North Maluku 3.21, and West Nusa Tenggara (NTB) 3.29.

"This means that there are still disparity issues between one province and another. Hopefully, in the future there will be equity both in terms of infrastructure and education," he concluded.
