Energy Subsidy in the 2018 State Budget Swells to Rp153.5 Trillion
JurnalHub. Government energy subsidy spending in the 2018 State Budget (APBN) has swelled around Rp59 trillion over the past year. This is because the realization of subsidized fuel, oil and gas and electricity expenditures reached Rp153.5 trillion as of January 2, 2019. In fact, the initial assumption was only Rp.94.5 trillion.
Finance Minister Sri Mulyani Indrawati said that the realization of energy subsidy spending had swelled because there had been an increase in crude oil prices in the world market since the beginning of 2018.
"The increase in world crude oil prices makes fuel and LPG subsidies increase from the initial assumption," Ani said, as he was familiarly called, at the Ministry of Finance on Wednesday.
In addition, the increase in energy subsidy spending was also affected by the weakening of the rupiah exchange rate. The average rupiah exchange rate of Rp14,247 per US dollar (US) throughout 2018 with a depreciation rate of 6.89 percent.
Not to forget, the government also increased subsidy payments for Solar type fuel, increasing from Rp500 per liter to Rp2,000 per liter. Then, there were also electricity subsidy debt payments last year.
More specifically, the contribution of energy subsidies comes from fuel and LPG subsidies of Rp. 97 trillion or 207 percent of the initial target of Rp. 46.9 trillion. While the realization of electricity subsidies reached IDR 56.5 trillion or 118.6 percent of the assumption of IDR 47.7 trillion.
Whereas the realization of non-energy subsidies amounted to IDR 63.3 trillion or 102.5 percent compared to the initial assumption in the 2018 State Budget of around IDR 61.7 trillion. While the total realization of subsidies as a whole has reached Rp216.8 trillion or 138.8 percent of the target of Rp156.2 trillion.
